Russia recruits men up to 50 years old to create battalions to operate in Ukraine

The Russian government has begun making calls to “mobilize volunteers” in each of its territories to create new battalions to continue its invasion of Ukraine, according to the American think tank Institute of War (ISW). According to this think tank, the Kremlin “probably ordered the ‘federal subjects’ (regions) to form volunteer battalions to participate in the Russian invasion of Ukraine, rather than declaring a partial or full mobilization in Russia.”

This appeal also concerns some of the Ukrainian territories occupied by the Russians, as is the case of Sevastopol, in the Crimean peninsula, controlled by Russia since 2014.

In addition, the aim is to recruit and financially incentivize those who enlist to form new battalions, so that this measure is not interpreted as a “mobilization based on compulsory military service”, which would imply the activation of all reservists in Russia.

According to the think tank, Russian media reported that regional officials recruit men as young as 50 years old (or 60 for some military specialties) on six-month contracts and offer salaries averaging 220,000 to 350,000 rubles per month (about $3,750 to $6,000).

The regions of the Russian Federation also offer an immediate enlistment bonus of an average of 200,000 rubles (approximately $3,400) issued by the budget of these regional entities, in addition to social benefits for servicemen and their families, a veritable fortune in Russia, where the average monthly salary is around $450.
